Oh yes, you're right -- the accelerator board will replace the built-in hardware. However, I was thinking about those adapter cards with FPU socket for the IIsi and the like, which add themselves to the existing hardware.

I've got a couple of IIsi's -- case and mobo, but no disks or PSU. After washing, the MoBos work great (I used a Quadra 700 PSU on the bench) and I have several SCSI disks for them, but the IIsi Power Supply Unit seems very hard to get.
Any chance that another PSU (say, from a LC)...
Sorry to hear that. A couple of ideas, though:
-Maybe your CD300 isn't totally dead... since the problem arose when you tried to eject the CD, those noises and smell could come from the tray's motor, but everything else could be fine. My CD300e does rattle upon powering up, ejecting and...
But if the host machine is a SE/30, the FPU installed on the card may conflict with the built-in one... I believe those FPU sockets were made for the IIsi, which uses the same PDS connector and doesn't have a built-in FPU. I don't think the ROMs or the OS could take advantage of a dual FPU...

Definitely needs recapping. However, you may try washing the board first -- it won't heal the dying capacitors, of course, but at least will remove the leakage from them, which in time could actually eat the traces, rendering the board useless :(
I can't tell for sure, but here's a thought...
Since the issue looks like analog but you discarded that possibility with your "control" machine, the only thing I can think of (you checked the board connector, didn't you?) would be the path between the analog board and the place of actual video...

By the way... will the Apple CD/DVD Driver from 8.1 support a non-Apple SCSI DVD-ROM drive? For instance, Toshiba M1401, which seems to be easily found and rather unexpensive.

Don't give up! Unless your card is able to make an actual composite NTSC signal (instead of the common RGB output with NTSC timing on many Macs) that 14.318 MHz crystal won't be used as the NTSC Chrominance encoding reference...

Not sure about the IIci, but some old Macs need a working Lithium battery in order to startup.
Maybe you could try to put near 5 V between pin 9 of the PSU connector and ground -- a similar procedure can be used for starting up a Mac IIx.
