Well, looks like I was able to extract the ROMS carefully using some dentistry tools. Sprayed them with contact cleaner and let them sit. Was able to successfully re-seat them but now I just get a black screen and nothing more. I think I'll need to look at getting some new ROM chips or possibly...
I have a number of tools, but I have never removed a ROM chip. Can you provide some advice so that I can do it as safely as possible?

Yes, I swapped the RAM just a minute ago, and then both SEs displayed black bars and wouldn't boot. Made sure everything was marked so I was able to successfully put the RAM back in the working board and it booted just fine. It appears the resistors are set properly for 1MB of storage. It was...
30 minutes later after cleaning the components and I'm still having the black and white screen (while different than before) but no startup chime or any indication it will boot.
Okay, I just sprayed them and set a timer for 30 minutes. Is there any benefit of removing the ROM chip and spraying it on its own or is it best to leave it socketed? (sorry for the newbie questions) I also sprayed and scrubbed the RAM and got a different result on the screen but still a garbled...
I took the RAM back out and did a second cleaning including light Brillo scrubbing. I also sprayed in the slots as well. The result is now different, but still not resolved.

Had to head out to the pharmacy so I stopped by the nearby hardware store and picked up contact solution. Sprayed the cards and let them dry. Unfortunately still displaying the same issue.
Okay I will clean the ram with IPA next. I noticed they are labeled “NEC Japan 8709ED65 41256-15” if that’s helpful at all. If the “256” part is true then each stick would be 2MB; is is possible the previous owner incorrectly upgraded the unit with too much ram as these units don’t support 8MB...
I'm sorry for the confusion. I have swapped logic boards between the two SEs and now the bars issue has transferred from one machine to the other, so I believe the issue is something with the logic board.
