    My experience with 7.6.1 and Tiger on my LAN is that with the downloads and instructions from System7Today the 7.6.1 system will connect to Tiger just fine, but the 7.6.1 machine needs Shareway IP installed for the Tiger system to connect to it.

    what would cause this?

    That's not quite the same as what my iMac DV was doing, but mine turned out to be a MB problem. Have you tried an external monitor, and if so, what result? Finally, if you think it might be the PAV board, I have a good one that would go pretty cheaply.
