Heh, I've run TFF4 on my Lombard 333Mhz with 384MB of Ram. (Though I don't actually use it for browsing, just testing TFF. Haven't tried TFF5 beyond starting and quitting at the moment.)
Your Pismo 400Mhz will run well enough, my Titanium G4 only has 1GB (its max,) which is only 256MB more...
Well did a little more searching. And I can pretty much confirm that "For Mac Computers" refers to Intel Macs. Seeing how they dropped "PowerMac" to just (Intel) "Mac" about that time. So yeah You'll need to get new discs for your PowerBook G4.
Hmm... Might be something with the disc? Is it a retail or a bundled cd? (One that was meant to be included with a iMac/PowerMac or iBook/PowerBook.) If it has 10.4.10 it's possible that it could be an Intel disc.

You can use shamada's guide to figure out what the problem might be specifically. I used it to determine that my brother's SE/30 needs a new powerboard. The T2 flyback transformer is bad. So the motherboard's condition is unknown.
Nice, a zip drive would be very handy for my Classic II. (They're very hard to find in my area, even more so if you want cables.)
At least I recently found an old SCSI CD drive at a thrift store, it even uses the CD caddy. Fortunately there was a caddy there as well. Haven't tried it yet...

I recently discovered Frugalware. It started being based on Slackware, but now they use their own repository. Their 1.3 DVD iso doesn't boot properly, but hopefully 1.4 has fixed that. Or you could use Debian. :)

Well, looking at apple-history.com and everymac.com... None of the sites are consistent. :p
apple-history.com says minimum OS is System 3.0/Finder 5.1, and everymac.com says System 2.0. So... Sounds like System 4 should work fine.
I think you should leave it unopened until you actually want/need to use it on a Mac. That way you won't end up feeling guilty about opening a shrink-wrapped copy. ;)
