Macsbug 6.2.2 would probably be your best bet, since 6.2 came out in 1991. And I can't seem to find anything older.
The "Wayback Machine" has a copy of Apple's "MacsBug Reference and Debugging Guide 6.2"...

The iMac G3 has only one IDE connector on the motherboard, (Primary IDE.) So you can only address one master and slave.
If there was a way to hack a Secondary IDE connector to the motherboard, then you could address two masters and slaves.

Because I have the left and right pages in separate projects, the right pages somehow were generated slightly larger than the left pages. (Ugh, I'll have to start all over to fix this. :p )

Well, done some testing and so far I've noticed the following:
Generic bookmark icon is different/missing? (Dashed rounded edge box, recall it being a globe or document.)
Several of the "about: " pages were not working on the first time launch of TFF 8.0b1 (Upon second launch, they now work...
How about you try and install say Mac OS 7.5.3 on one of the external HDs and see if they boot from the 8500. That way we'll see if these drives are capable of doing so. Even though theoretically it should work. :p
Sadly, the ZIP file format does not preserve resource forks. Is this your own copy of Toast you zipped? or is it a copy you got elsewhere? If you got it from elsewhere, it might very well be a disk image or ISO within a zip.
You mentioned unpacking. From what format are you unpacking the program from? If you are downloading .bin .sit .hqx files, you should leave them that way and unpack them in SheepShaver or on the Mac. These files have the resource forks encoded and will be lost if unpacked on Windows.

I've put a 5200 motherboard into a LC580 case. If the connectors align and connect, then it should work without any problems. Actually, I recall my dad putting a 6400 motherboard into a 5400 case, which is exactly the same as the 5200.
Just goes to show you how GOOD Macs are for graphics and presentation. :D
