The screw you mentioned is for the board not for the black plastic. The plastic that covers the sensors, I'm not sure if it's removable judging just by the look of it. I'm not sure. I hope someone has already done removing it.
The capstans spin just fine. Already tried without the casing but nothing works. Continuity on connections in the board seems fine.
I tried swapping the UP/DOWN and LEFT/RIGHT just to rule out the wires. This time horizontal works but not vertical. Looks like a bad sensor? I thought I cleaned...

i suggest you read the troubleshooting part of this document at http://mrjcd.com/tray-load_iMac_repair/imac.pdf. There's a step by step guide in there that can help you troubleshoot the power problem like the one you have.
I have the same issue with my iMac g3 233mhz bondi blue that wont power...
i have an iMac G3 400mhz without a hard disk that starts fine (bong sound) but no display. i tried 3 different external VGA LCD monitors but none of them displayed anything. Instead all say "input out of range" or something. is it a video card problem?
