I have one of these aesthetically challenged machines and I can't get it to make a single chime, eep, quack... anything! I've cleaned and reseated the speaker connection and that didn't help. It's been a while, but the audio output didn't work either. (I may need to double-check this again.)...
He actually mentioned he had paid for this one so it's possible it's different. Or maybe it is the same one! Who knows. It's been really handy - I have a Duo Dock Plus but it's not as easy for just shoving in a floppy to install something and move on.

You need to initialize the disk before OS 9 will actually see it to install. If you look in the Utilities folder on the CD, open Drive Setup. You should then be able to see the hard drive listed, then select it to initialize.
This of course, assumes the drive is good. ;)
Well - if this was somebody's personal property, I might be able to see that. There's no reason that a machine used by a large corporation would have been gutted like that unless of course the processor fried or something along those lines.
