I just buzzed out all the sound chip pins in the image you provided and everything checks out.
Interesting thing is I do get low volume sound when booted into the OS from the sound control panel but no boot chime.
Any other thoughts?

These are 4MB modules but you can use larger capacity chips to build 16MB SIMMs with the same PCBs
I built 8 of these by sacrificing two 16MB 72 PIN SIMMs (FPM not EDO)
Cost of all parts was around $20 to build 8
Actually, after setting up my blueSCSI with a single drive image, the system boots!
I still get no startup chime but after booting into the OS there is sound albeit at a lower volume then I think is normal
Based on your recommendation, I started buzzing out the SCSI and SWIM chips.
I found my SCSI chip (UI12) has no connection from pin 21 to pin 15 on the SWIM chip (UJ11).
"fixing" that got me to a Happy Mac followed shortly by a Sad Mac with error 0000000F 0000000C.
Still no sound yet but...
The pins on UD12 looked really rusty so I took it off with hot air.
One of the pins was really loose after removal.
I’m thinking corrosion got into the package and ate away the pin.
Need to source a new AM26LS30JC

Yes, board was submerged in 91% IPA and cleaned gently with cotton buds and a soft toothbrush before caps were removed, after caps were removed and a third time after new caps were installed. I also all the socketed chips except the processor were removed during cleaning.
