Actually I have a similar setup for getting data onto my external SCSI drive.
I connect the drive to my WinXP box (PCI SCSI card with 25pin external connector on the back) and use TransMac software to access the drive. Works grand so far, but I haven't tried formatting the external yet (it does...

5V and 12V seem to be within acceptable ranges (even though 5V seems a bit high), and to be honest I wouldn't worry too much about the low -12V rail, my LC PSU has a very low -5V rail as well but works fine otherwise.
I'd just try starting it up once you get the ROM's sorted out :)

I still wouldn't connect a joystick to an AUI port, some pins will still be shorted (if you press the fire buttons) or be connected through a varying resistance (depending on the position of the stick that would be the same as shorting out the pins) so probably not a good idea.

But if I remember correctly, the PSU will give the appropriate voltages without being loaded. So you should get +5V,+12V and -12V even without the logic board being connected.
Anything else would indicate a problem I think :(
That's interesting 8-) . So a 10F cap should last nearly 8 days. That's actually not great.
How did you test this? Did you install a charged cap instead of the battery?
PS: if I did my calculations right, a 300F cap would last nearly 34 weeks, still nothing compared to a battery.
Just a quick update on this: I have managed to get an acceptable image on a Samsung SyncMaster 710 (for once something did live up to it's name :wink: ) LCD monitor. This may be useful for other Radius GS/C owners out there.

Are you sure the smaller ones are faulty? Is it clear that they have failed? I had a similar problem in my IIcx psu with a visibly blown filter cap (the large one) and replaced that only. Works fine now.
Technically the psu should work without the filter caps so you could temporarily try...
