does the chip have a small dot/indentation on it? that would be Pin one. That needs to go into the area where pin 1 is. check really close. Usually they put it on socketed chips.

In the system folder, there is a folder called "Servers" or something. delete what's in there. That should solve the issue.

One more question. What is the max speed (in MB/s) of the ATA bus. I see ATA-2, but that doesn't tell me much. Is that 16MB/s or 33MB/s?
