That's a good point. Is this the monitor that you have used with this computer and and video card in the past? If not you may want to make sure it is compatible with your video card.
The bottom one is questionable, but my II has a similar voltage and it boots just fine. Unfortunately, I would say that testing that video card in another machine (which I realize you don't have) or testing the computer with a known good card would be the next logical step.

Ah, the Q605... the computer that started my obsession with the Macintosh. My friend received one for Christmas 2 years before I got my IIsi. Fortunately, he only lived two doors down, so I could spend lots of time with his computer. :)

At the very least, if I had no intention of ever using the computer, I would have done a bit of research and found out that it was retailing for $10,000 and sold it then - instead of 17 years later when it is worth practically nothing (monetarily speaking, of course).
My electric bill is usually $50 - $60 (U.S.) every month, which is probably about average for the U.S. This also includes a 100 Watt bulb for my turtle that is on about 12 hours per day.
