Did you measure the voltages at the floppy port? Must be 5 and 12 V. I would recap the analog board too if it was not done so far.

The unstable screen can be caused by leaking caps on the analog board or the PSU. I would recap them first. The keyboard is easy to find and not so expensive like the Mac plus keyboards.

If you have a working plus and classic, you can swap the ram into the SE. Perhaps your ram in the SE is defect.
