The first mac plus had 1MB RAM. The case had the same color like the 128k or the 512k. Later there was a case with platinum color. The main difference to the 512k was a SCSI port and a larger ROM. AFAIK there were two or three different ROM versions.
The ROMs should be taken out and checked for corrosion. Perhaps a cleaning may help.
You can burn new ROMs with an adapter an 27C010 Eeproms.

As far as I know, the SE has a 256 kB ROM am the Classic a 512 kB. May be this is a problem?
For the SE there is a adapter pcb to use Epromms.

Does anybody of you have a working copy of the ADB_Io_Software.sit.hqx file? I am building a waspIO (Aladds) and wanted to test the function with some software. Should we copy the software to macintoshgarden?
There are a lot of parts on classic AB that can be defect. Most often: DP3 and DP4 (1N4148), TDA4605, CNY17G, IRFBC40.
Fuse is ok?
Did you measure voltages at floppy port? Means dead that you get 0 V?
Are the solder joints of the power connector cracked? Resoldered?

Sometimes the pp1 needs some cleaning with ipa and sometimes it needs to be replaced. You can measure the resistance when you turn it. May be the resistance will not change.
