    Considering that the board was already recapped it is possible that the previous owner did not install the caps correctly and caused this issue,  check the polarity of all the caps and their values. Considering how cheap capacitors are it might be worth getting a new set and recapping it yourself.

    If you have already recapped the machine try cleaning the board again as sometimes cap goo can get underneath chips and components

    You can use some superglue, I use this to cover traces as it can be easily dissolved by acetone if you ever need to get to the trace, plus it dries fairly quickly

    I am trying to recap a Dynacomp PSU, specifically model DCF 353-614-0028 and I’m having trouble figuring out what capacitors are used in position C28 and C9, I was stupid and lost/misplaced the original caps so I have no clue as to what rating/voltage of capacitor is supposed to be in those spots.
