Interested in seeing how you're going to restore the chassis. I like the original industrial steel look and I don't really know how to bring that finish back and 'metal' paint just doesn't cut it for me. Perhaps sanding would help?

@HeartletTullius Blank image as in blank .img or .dsk 'hard disk' image. An image is basically a file that once opened (mounted) behaves just like a normal USB or SD card (i.e. a volume), you can then access its contents just as usual.

First, open up Disk Utility, select your SD card...
Basically, you need to find a blank image, use Basilisk to install Mac OS onto it (plenty of guides online on how to do that), and then use dd (terminal) to write it onto the previously set up SD card (standard procedure, use scsi2sd-util for that).

My SE/30 also has this issue but somehow it's worse. The wiggling occurs on about 1cm. Mind you, the Analog board is still 100% stock (PSU, LB recapped).

Anyway, the /PFW wire is indeed getting around 5V (4.4V in my case. FYI, the ATXs work by shorting the green Pwr_ON wire to ground, i.e. the other way round). The soft power circuitry must be using the 5V trickle line but the latter isn't directly...
Nevermind what I said above. This doesn't actually mean anything as the 'load' isn't purely resistive. If it had been 0 or really close to 0, then it would have been a problem.

Well, today I got the multimeter out, and noticed that the entire 5V rail appears to be shorted to ground: there's only 26Ohms of resistance between the two and the multimeter in continuity mode beeps so that can't be good, right?

+5V Trickle 'Constinuous' @ 1.25A
+5V 'Normal' @ 33A
-12V @ 1A
+12V (a) @ 5A
