I've found this. I disabled "HID Library" and rebooted, the mouse finally works but other HID devices such as audio HID devices stopped working... T.T I also have Logitech pebble mouse and it works fine without any modifications, so I think UGREEN mouse has poor compatibility with Mac OS 9..
