I actually like your idea, sorry if it came off as negativity.

Add a resistor to the system fan to make it quiet! I did this on my Quadra 630 (essentially the same) and it's nice. Even with the 040 running at 40MHz you don't need the fan running at full blast, so a 120 or 150 Ohm resistor inline on the fan cable will make it nice and quiet.

Well, if you ever need help PHP-wise, I can lend a hand. I'm always looking for ways to practice my skills, and that's definitely something I'd enjoy helping out with. (I'm even already thinking about how the code would look... lol).

A more relevant spec would be how much memory is installed.

That looks like the subpixels to me. The artifacts appear most visibly on what is displayed as nearly 100% of a primary color.

If they're dense, it could be the shape of the sub-pixels. They're quite visible at lower resolutions.
