I have seen that jmacz paints his machines, in one of his threads he mentions that he uses water slide decals, they look pretty good. I just realized that the color of the original IIc is probably not the same as an SE/30, I think the SE/30 may have been the same color as the IIc Plus.
What kind of paint did you use? Did you figure something out for the silkscreened text? I have a grungy yellowed SE/30 case I'm thinking about painting.
If you don't have a microscope I would recommend buying one, you can get a cheap electronic microscope from eBay for $50-100. I found mine extremely helpful in my troubleshooting projects.

The pins on UE5 and UI6 are often suspect due to their proximity to the caps. I know you said you checked continuity, and yours look pretty clean on the photos, but it's probably worth reflowing the solder on those legs just to rule out a weak or intermittent connection.
