Got it working again, set the PSU jumper to ATX, then back to Mac and now it's woking fine. Maybe I bumped it when I was swapping PCI cards....

The Power Supply ticks on when jumped, but no power when connected to the Logic Board. I removed everything from the logic board and power supply but the 20 pin PS to LoBo, ROM SIMM, VRM, and CPU. Logic board is not tripping the PS on. VRM looks good, but I don't know exactly how to test it...

I've got an untested assumed to be working G4 Yikes LoBo, I don't want to get too far off topic, but will it operate without the front panel board? Will this USB circuit power on the LoBo from a USB KB without the need for the Front Panel board connected?

Yes! Classic runs just fine on Tiger Server PPC. So we have a lot of the benefits of Leopard( mostly the updated LSI drivers for me ) and we can still run apps never updated for OS X in the Classic Env.
