    Capacitor liquid is partially conductive. Capacitor residue between IC legs is causing low voltage readings, because there are weak shorts between IC legs. The residue must be removed around ICs.

    The most horrible USB card layout I’ve ever seen

    I was a Manufacturing Engineer in the PCB business for many years. My opinion is someone has intentionally applied WAY more current to that board than was required. 500 mA at 5V (USB maximum) will not blow those large traces off the board. You need about 100V at 15 Amps to do that kind of damage.

    Great job. I see the problem IC had a leaking capacitor on both ends. The old cap juice is nearly invisible, and takes some effort to remove completely.

    Ok, thanks for the quick update. I‘m happy the chip can be programmed with the PICKIT 3 - so I don’t need to invest in a new programmer. Great project - will definitely build one, as I only have one Gravis Gamepad and it’s held up well thru the years.
