Yes, it is. That's why I bought them. Not for the purposes of scanning—after all this is 24KG of mooks that have about 200 pages each—but just so at least somebody outside of Japan has access to them. I have more from this era that I bought in previous years.

A while ago I used HOYOYO Proxy to buy 32 old (1990–1992) Japanese Macintosh mooks "magazine books" plus some brochures, all for 1000JPY ($7).

Right, I've not be so clear. I can use ResEdit to create the equivalent resource, but how do I package the rsrc and my code into a final app. Even that is still not a great description of the sticking point here. I can code the Pascal using the Toolbox, but I am not sure of all the other steps...

No, not necessarily.
It depends entirely how you use it, you are the user and you are in control.
For example, I hardly ever fill the whole screen and if I do fill the screen it's with one app - browser or code editor.
Though I'm sure some people do fill the screen with multiple tiles, it's up...
Windows calls it window snapping, so I think that's the most common term at the moment.
In Linux land they refer to it as a tiling window manager.
macOS calls it tiling (hold option and hover over the green traffic light button)

I have THINK Ref already, Interfaces I was using were from Think Pascal 2, but I have them with 4.0 and 4.5.

Sorry, I'm not totally clear about your question so forgive me if I'm answering the wrong thing.
But classic Stapler was a wrapper for System 7 aliases, much like my modern Stapler is a wrapper for macOS security scoped bookmarks (they are the most modern form of aliases)
