Sounds like a video signal issue. Try reflowing the pins plugs on the logic board plug that goes to the analog board. Also worthwhile to try swapping logic to analog board cables with the 512k.
I really like these drives - other than this potential issue which is a challenge across a number of drives and manufacturers they are pretty reliable.
One note, I think this is actually a half-height drive, not a full-height drive. It is taller than the later third-height drives though.

Can you tell if the CRT is working, ie any static or similar noises? I would take a look at the analog board to logic board cable plugs and resolder them at the analog and logic boards. I'd also check each wire on the cable for continuity as well.
What.. is.. it? Is it a one of a kind somebody made or is it a product somebody is still making and selling? I would love to know the story behind it. I'll have to see if I can translate the page when I'm on my pc (instead of trying to mess around on my phone (which is not a Macintosch).

This is super cool - I haven’t ever seen these before. Seems like a potentially interesting way to add external video to the SE/30 using readily available NuBus video cards.
I haven’t seen that before but I would still be suspect of the analog board. Even though the caps don’t look like they are leaking I haven’t ever seen a Classic analog they did have a lot of leaking caps (esp the cluster of brown caps). Generally not obvious until the caps are removed.
Did you recap the monitor as well? If so do you have a cap list? I have been meaning to do mine forever but haven’t gotten around to it. It would be nice to confirm I have the caps on hand first though.
I have no advice as that machine seems done and the logic board seems to have minimal useful parts for future uses but…. That was one of the best write ups I have ever read. You need to keep a journal of this stuff and publish it!!
Not helpful for your situation, but I also have a strong affinity for old hard disk mechanisms. If you are able to share some pics and information regarding your collection at some point that would be awesome!
