I've made progress with Diagnostic mode, it indeed reports an issue with the SCSI Bus. So my guess is probably a bad solder joint or failed SCSI Controller IC (NCR 53C96) - Incidentally, if anyone has a battery bombed board with a NCR 53C96, please hit me up!

SE/30s have always had yellow/amber LED's in my experience. Mine has one, although it hasn't been lit in around 23 years as my father swapped out the SCSI drive for a much larger one that didn't have a header for the activity LED.

Yes, it's attached. I could swap it with a known good one from my other 950, just in case it might've failed.
I guess I could probably test this myself, but by your suggestion the 950 won't get to the flashing ? floppy icon if nothing's connected in either SCSI connector?
Hmm, yeah. The more I think about it the more I feel it would be a SCSI issue. I'll see if I can take a look at the SCSI related IC's under the microscope and see if there's any cracked solder joints.
Might give diagnostic mode a try too.

IIRC the SE/30 utilizes the onboard RAM SIMMs to draw the video buffer, problematic RAM has been known to cause graphical issues. I'll admit I haven't seen it quite this bad, but as far as troubleshooting goes, I'd start with that.

Okay, I'm back from my vacation and installed a 300Mhz card I got from eBay which appears to work. So I guess my original card is toast, and 350Mhz replacements don't seem to easy to get. Does anyone know the process of modifying a 300Mhz to 350? From what I've heard it appears possible?
The machine is badged as a 9600/350 and the card is branded as a Mach V and the computer identifies itself as a 9600 with a G3 card in it. I'm not at home right now to double check the board. I'll report back on that.
I will say, it may be an early 9600 board as it doesn't have soldered ROMs on...
