There is a plastic extender in the PSU, and a second that runs through the case, under the floppy to the front. One of them seems to be to short. Based on your picture, it may be the one in the PSU
I picked up a 660av that seems to be missing part of the extension rod that runs from the front of the case to the powered supply, or some other piece.
It is to short to toggle the power on and off.
Does anyone have a 660av and can take a picture of where the white extension rod in the case...

Back-online. Still waiting to find out what happened. But my guess is something got setup wrong as part of an IP change they did on the weekend. I've been with my provider for 15 years, during that time my site has been down twice, so not bad for a hobby site costing me $7 US a month.
Just went to my site, the page is working for me, I know my ISP has updated the IP of my server two days ago so the DNS change may not have propagated everywhere yet.
You can edit one of my drive files using Basilisk 2 so it contains whatever files you want. Then raw write the file to your SD card for use with your PCMCIA card. Or you could make a binary image of your 3400cs's IDE drive using a usb to IDE adapter. Then edit that image in Basilisk 2, then...

I believe the FDHDs typically have high density floppy drives, so a USB floppy drive and disk could work. But, as stated above, one of the modern emulated SCSI devices would be better on the long run. I list options and some guides on my site...
