I'd be surprised if a 33pF part were actually 11pF unless the wrong part were used. If you clean the capacitor's pads really well, and also clean the tester pads, and push down on the capacitor body during testing to help ensure a solid electrical contact, does the value change?

For tests of adding a capacitor, I don't think it matters much whether the capacitor is connected to +5V or GND.
Reading back here a little, it sounds like @croissantking consistently saw the problem disappear when touching a metal probe to /NUBUS. Then they later tried to replicate this effect by adding a 10uF capacitor to /NUBUS, but it caused the video to fail completely.
