maybe they planned and produced a different location for the PRAM battery mid-production and then abondoned that idea.
the most telling detail would be indeed where the cable of the second one went to.

I'm interested to know what software there was for a little G3 overclocking..
found some old postings about Pismos or iMac G3's but not specific software .
Maybe something from PowerLogic? and iCook was for newer ones and CPU Speed Adjustment Utility for iBook G3 (750FX)
its a bit of a pity if you dont have any other Mac with a running system or a CD or even floppy drive for the 3400c..you just can copy a running system onto the CF/SD and boot off it without a problem. I can remember when I didnt have any drive for my first 3400, but I had a 1400c to copy from.
yes thats it, probs copying with big files and then freezing, but maybe thats because of the cheap CF cardin my IDE machines both, SD and CF are working as standard boot devices.. but in two there is a good, fast Toshiba IDE drive again.
any of these tiny fellas ( on ebay or amazon , about 12 bucks)
I had some problems with my old and cheap 16GB CF card, it produced errors, so a good card is key I think.
oh then it's easier. it must boot as master or no settings( cable select) on the adapter, because the Mac is looking for bootable devices on startup.
You also can boot from the CF card inserted in an PCMCIA adapter in the PCMCIA card slot on the side.
I also use IDE/SD adapters with the IDE...
when you tested the 3400c with normal IDE HDD and it worked, try first to change the jumper settings on the IDE adapter.
I had problems with my 3400c with IDE/CF adapter together with the CD drive, so try to remove he CD drive and try again, when it's booting with the CF and without the CD...
if you plug in your charger and it shows green or orange(?) light, the board is ok (but its a good idea to wrap up this aluminium foil in clear tape so it cant physially make contact to the diode).
maybe the old battery is causing boot probs, when you remove it and clear the SMC and PRAM, does...
maybe its good to check the display cable, but its a bit lengthy process..

I dont exactly know if there are areas/components on the board that actually need to be grounded, meaning it needs to sit in the chassis to work properly.
- I would clean the board with IPA and a soft toothbrush and let it dry well.
- check if diode D1 on the small powerboard was shorted and...

and then maybe change RAM? Also the DC power board is often the culprit
