My 486 board supports auto-detection. Though it would be a little late as it came with an AM486DX4-100. I am not sure how early 486 boards started supporting auto detection.

10.4 Tiger(PPC) was the last version of OS X to have Classic mode. I would not even look at 10.2 Jaguar, and 10.3 Panther is meh when you can just use 10.4. 10.5 Leopard for PPC has no Classic mode. 10.6 Snow Leopard and 10.7 Lion do not support PPC.

I have never had a belkin card work in any of my G3/G4 machines, but the ones with a NEC chipset seem to work for me. *shrug*

I should say that a thermal pad gets replaced with another thermal pad of the same thickness. Thermal compound/goo/paste/tape is used when there is essentially no gap between the CPU and heatsink. Pads are used when there is a gap. I do not know what the TiBooks had though so I cannot comment...
