After a recap of my Portable (backlit), it chimes but produces this error with and without the RAM module inserted:

Any thoughts what the issue could be?

@jessenator I just noted that the caps C21 and C25 on the small board are of different capacity in my PSU. C25 is 10uF, C21 is 22uF. Minor detail but I thought it might be of interest to others.

So, I measured the voltages as per the suggestions above. They were all within the specs. Both before the chime and after. However, I recapped the analog board. Now the Classic II boots right away. Problem solved. Thanks all for your help!
My Classic II has a recapped logic board and a known working analog board. Voltage measured on the floppy port is stable 4.98V and 11.95V. The Mac powers up when switched on (fan, disk spinning) but not boot chime. After two to three minutes, it suddenly chimes and works flawlessly.

The + pad of the C6 capacitor came off. I checked the logic board schematics and noticed it would connect to a resistor. However, that resistor does not have a lable. Does anyone know where the pad would connect to?
