The 'retrocampus' bbs (bbs.retrocampus.com) offers a wide selection of terminal modes, highly recommended to try it out when you get up and running. It will load in a browser, but it has a bunch of telnet ports associated with the terminal modes available as well.
I'm a big fan of the Wimodem232, but I'm not 100% sure that's what you're after here. I've used them with the serial ports of Macs, Amigas, and other computers to access BBSes etc.
Processor/PIA look good, the 2 chips left of the PIA are the program ROMS.
Memory you should "un circle" the left most 2 chips, and add in the 8 chips directly above. The 16 chips in the 2 rows left of the expansion slot and right of the 75154 are all RAM.

I hope I have time to spend with my RC2014, as the last project I left on was a soft synth controlled by an arcade stick using the YM2149 card. I need a lot more practice coding the registers for the sound chip, and probably a frequency table too. Right now notes are not confined to semitones.
I don't recall it being too difficult; honeslty I only remember I did. I'd be surprised if it's not in the documentaion somewhere, or evident if you boot from the provided volume and explore its content.
In a perfect world, that decoupling cap shouldn't stop it from booting as indicated above, but being on the EF ROM I'd still replace it and then get to RAM checking / logic probe etc. next.
Any "104" (.1 uf) ceramic cap should be fine, most folks don't keep axial capacitors around but a normal...

I usually default to a 12V quiet fan. 5V runs a lot of important logic so I try to avoid using it for extra stuff if I can.
I recommend sourcing a Noctua, so much quieter than cheaper fans. https://noctua.at/en/products/fan
