13.5V is high - not sure exactly what would cause that (power supply issue?). Usually the problem is the opposite with voltage too low. I think most (maybe all) of the chips would run off 5V.
At this point, it really could be anything wrong with the logic board.
May be worth taking a close...
Sorry I meant J12, the main connector. Glad you reflowed that.
Are you getting 12v and 5v at the external floppy drive connector pins?
How about continuity check on those J12 main harness wires?
Can’t tell for sure from the photo but looks like you have some cracked solder joints at the J11 connector on back side of the logic board. Maybe try reflowing those with fresh solder?
Pic of back of the AB and logic board could help.
Try reflowing J8 on the logic board (where the cable from the analog board attaches) especially the 2 outside pins.
Use magnifying glass to look for cracked solder joints all over the analog board - especially the ones for the flyback...
