Do you have wake on LAN enabled? Does it still do it when no network is connected? Have you tested it while booted from a bootable CD/DVD? Does it work then. Otherwise could it be the PSU trickle voltage becoming weak? G4 PSUs are failing a fair amount.

If you were aiming for pixel doubling you'd want to make sure the screen was smaller than the opening to avoid physically obscuring some pixels - a 7" or so LCD is probably a good size?

Wait, you mentioned setting the drive to id 3, that isn't a magic number for CDs, thats just the default apple used for internal drives. Does the computer have an internal drive too? Is it already using id 3? Use SCSIProbe to check what ids are available...
