Out of circuit, both caps measured very near their expected rating... I'll still recap it to see if it helps, but it's not looking good...

Quick update: the 150uF 10V cap measures at 161uF, and the 100uF 35V cap measures at 145.4uF. That's a bit high for the 100uF, so maybe it's going bad and needs replacement...
