You can petty easily determine pinout of the cut up cable with a meter.
I think you should overclock it before you recap it. The extra heat might evaporate the capacitor goo off the board, causing it to absorb back into the caps and reform them.
There were a couple cards manufactured, but I'm not sure how easy it will be to find them or the matching software.
One such card is the IDEAcomm Mac which fits into an SE. I have seen one in person so I can confirm they exist.

A bit of a fun one I'm running into. I've got a PC Transporter here that's software detected in a IIe, but in IIgs (tried two) it just throws PC Transporter Not Found messages. You can see it show up under the IIgs ROM control panel as My Card, none of the programs will see it though.

That's just Classic Mac OS. The TCP/IP stack is suboptimal, and everything kind of chugs along with network transfer. Here's a G3 Beige with a 500 MHz G4 which also gets in that range.

When doing this, did you just flash the ROM on the board and solder in the missing jumper header? I've got an -04A here but haven't tested due to being tape firmware.
