That was it, the reset button was being held in. I desoldered it and powered it on and I got into the ROM.
Thank you so much for your help. If you hadn't given me hope, I probably would've ended up giving up and not have thought of the reset button.

Actually, I think I might have figured it out... It seems not only the plastic buttons for reset/debug were broken, but... Are the actual buttons on the motherboard for reset/debug supposed to be very clicky? If so, the actual buttons are broken and are both being held in constantly. Which seems...
There certainly isn't a ROM SIMM installed. But... where is this onboard ROM jumper? I don't see anything that looks like a jumper except the headers for power, speaker, and CD-ROM audio. And I can't find anything about what you're talking about on the Internet, or in the Quadra 950 Service...
