    Make sure you have a battery. The reset line will stay low if there is no battery.

    Classic II Logic Board +8V rail

    Just a clarification: Pin 1 of U12 is 5V when the power is ON and then switches to the battery voltage 3V when the Mac is off. They should have used a different symbol on it.
