That's for attaching to the PLCC 68000 in a Classic, although the socket for that no longer exists.

I just built my third Bolle MicroMac Performer card. I combined it with another project that I am building - a CatMac SE.
I find that it is better to place the GAL chips on first to make sure the pins are soldered on correctly then place the remainder of the components on.
