I've had very poor results when attempting to remove caps with hot air. Solder that's been attacked by electrolyte does not conduct heat well. If you really want to go in that direction you'll want a pre-heater.

I suspect my Wifi access point (Archer AX5400) does not properly handle DDP packets. I am able to connect to an appletalk server with zuluscsi, but the connection does not persist over reboot and no zones are visible. Does this make sense in the context of improperly handled DDP?

Truer words were never spoken. My batting average on hot-air reflow (either direction) was miserable until I picked up an IR pre-heater. It is possible to work without one, but YMMV.
The old DOS PALASM package had a utility called PALTOGAL.EXE that performs a direct translation of the JED file. Also something similar in the OPALJR package from the same period. Might be worth a try!
