that's probably lytic on the driver ribbons. the cap leakage likes to flow through the vias on the board and mess up the driver connections.
you can try CAREFULLY prodding the circled area while it's on to see if the lines change.
I would flush out that area with IPA repeatedly. soak it and try and get the IPA to flow off
