You can repair a few broken traces, and lay down fresh solder mask, but if the pins of the various integrated circuits have suffered significant corrosion as well, there might not be much you can salvage from that board.

TBH, I had no idea that anyone was concerned about ozone and particulate emissions until much more recently. I did a search for "printer ozone filter" and came up with a bunch of hits for what looks like the same sort of carbonized foamy material one might buy for home air filters.

I had a similar issue with a G4 iBook, but changing the CCFL tube didn't fix the problem as I had hoped. Perhaps the actual problem was the LCD's laminations were degrading. The very expensive, circa 2007 Leica M8 digital camera's LCD had a similar issue, which has been dubbed "coffee staining".

What serial device are you attempting to connect to? If you are attempting to connect two computers, you'll want a null modem adapter. Also, with USB-Serial adapter plugged into the Mac, what results does "lsusb" reveal? If you don't see your device listed, there's likely a driver issue.
