Trying to resurrect my 840AV. Recap? If so, any recommended mail-in services?

I'm trying to resurrect my favorite computer ever, the 840AV that I last powered on around about 1999. A pretty cool unit, case in good condition, has a Spigot Power AV card (640x480 video output!)

Powers on, fans whir, both hard drives spin up and make a few happy clicking sounds, but no chime. No video sync/output.

Replaced the battery (old one didn't explode!) and did a gentle cleaning of the motherboard with isopropyl alcohol. Tried booting without any of the hard drives plugged in. No luck.

Is recapping the motherboard the next logical step? If so, I'm not skilled enough to recap it myself. Can anyone recommend a mail-in service?

Recap before further diagnosis. Seeing as you are in the US, @Amiga of Rochester seems to be a popular recapping service choice over there.
Thanks very much for the reference! The other thing I should have mentioned is that the power light (connected to the motherboard) does turn on, so I have some confidence that the power supply is not only feeding the drives, but the motherboard as well.
