SE/30 boots to mouse cursor but no boot chime

I purchased an SE/30 that wont boot past the cursor, and no chime when booting.
The cursor does move when I move the mouse but thats as far as she goes.

I replaced all the leaky caps and toned everything out with a multi-meter in continuity mode.
I couldn't find any broken traces but there was some light corrosion on the UD12 and UI12 chips that I cleaned off and also confirmed the chips were making contact with the pads on the board.
After recapping I get the same behavior.
While researching the issue I've seen posts with similar symptoms but always with a startup chime.
I've tried reseating the ROM and RAM modules but no change.
Any thoughts on where to go next troubleshooting this issue?

Most likely a SCSI chip (or trace to/from SCSI chip) issue. That is what happens when it is not functioning properly.

Yes, board was submerged in 91% IPA and cleaned gently with cotton buds and a soft toothbrush before caps were removed, after caps were removed and a third time after new caps were installed. I also all the socketed chips except the processor were removed during cleaning.

I’ll check all the joints on the SCSI chip again. All the posts I’ve seen noting the SCSI chip as the issue had a boot chime but I don’t. Not sure if that means anything. Maybe I have 2 separate issues, one with sound and the other with SCSI chip…

Yes, it is possible the sound is not working from a separate issue.

A bad VIA at UK11 can also cause this type of hang-up.

The sound issue is potentially a separate issue as has already been stated but I wouldn’t rule out the ASC chip being bad.

If you can press the interrupt key to get the sad Mac screen, and you have another vintage Mac you can connect with a serial cable, you can run AppleCAT. It may give you more info.

I'll check UK11 and I do have another vintage Mac I can connect via serial.
Lets see if I can track down a copy of MacCAT :)

The pins on UD12 looked really rusty so I took it off with hot air.
One of the pins was really loose after removal.
I’m thinking corrosion got into the package and ate away the pin.
Need to source a new AM26LS30JC

Those control the serial ports, you can boot without those chips present afaik so repairing this while a good idea likely won’t fix your boot issue

When I had sound issues, or no sound I rechecked my cap job in this area of 4 caps. Plus checked all the sound chip traces to make sure there isn't anything broken.

You need to buzz out the SCSI/SWIM bus pins back to the main system bus. the ASC/SCSI/SWIM share the same plane interconnect to the bus. it often breaks right where the 3 caps sit.

Based on your recommendation, I started buzzing out the SCSI and SWIM chips.
I found my SCSI chip (UI12) has no connection from pin 21 to pin 15 on the SWIM chip (UJ11).
"fixing" that got me to a Happy Mac followed shortly by a Sad Mac with error 0000000F 0000000C.
Still no sound yet but progress!

Actually, after setting up my blueSCSI with a single drive image, the system boots!
I still get no startup chime but after booting into the OS there is sound albeit at a lower volume then I think is normal

I just buzzed out all the sound chip pins in the image you provided and everything checks out.
Interesting thing is I do get low volume sound when booted into the OS from the sound control panel but no boot chime.
Any other thoughts?

The 4 caps in the area of sound chips had to be clean and good solder job.. clean and shiny solder. Other than that, not sure if your sound chips traces checked out.
