Performa 6330 at wits end, and need help

Hello all.
In October 2022 I purchased a Performa 6360 that was working but missing the HDD. I Installed a HDD 80gb from one I had around, Found the SCSI was bad and ordered a replacement. Was able to find OS 8.6 which installed no issues. Later I ordered 128mb of ram and a Belkin 2 port USB card plus a Apple 630-1873 Comm slot 2. All installed with no issues and worked well. This year I decided to upgrade the OS to 9.1. Then the problems started. The OS install would most times freeze during install or on the first restart. What I have done to correct this Switch HDD, Use a different CD, use different OS 8.6, 9.0, 9.1, swap ram even back to the original 16mb, remove USB card and NIC, examine motherboard(looks good) and clean connectors. So far nothing I tried worked, as it locks up on install or restart. Could this be the powersupply? I am at wits end and hope to get some direction, Thank you
