New (to me) Powerbook G3 Pismo, basic questions

No, but if it did boot from there, it would give me a pretty good indication that the rest of the motherboard was good.

I just put the 256MB SODIMM in the bottom memory slot of the CPU board. No change ( after having a mild heart attack in the process*). While I was in there, I verified that the IDE cable is properly seated. In the next day or two, I will be swapping in the Lombard's IDE hard drive within the next day or two, and trying that.

*=while taking off the heatsink for the CPU (in order to get to the bottom memory slot), I dropped one of the two short heat shrink screws into the machine. I eventually got it to fall out, but spent a couple of hours on the floor on hands and knees looking for it. Still haven't found it. Thought I'd have to take the whole machine apart, but it is still booting the same way it ever did. I still need to find that little screw.

this week I trashed my Pismo because of that stupid CPU board design, it worked before but after a few times putting it out/in it stopped working..the CPU pins are just so tiny and can be bent to easily. But before that I installed an mSata adapter with a crucial 128 GB mSata in it and it worked. as said, I recommend going all stock, IDE from CD and from there, step by step.
