iBook G3 Clamshell - no power. the LED around the power plug flashes green for a second and then turns off

I recently picked up a couple of clamshells, one working and one that was sold as for parts.
On the parts unit, the LED around the power plug flashes green for a second and then turns off. Any idea of things to check? Power adapter is a yoyo adapter and is known to be good. If it's an easy/cheap fix I would love to get this one working as well.
I tried googling, but couldn't come across anything, and my mac laptop knowledge is fairly minimal.

Maybe the DC In board?

There is a small board holding the connector, prone to broken solder joints.
I will look that first, pretty common issue.

When you peel back the tape covering the joints, make sure to reinstall it or replace it as it can and will short out against the RF shield if you don't reinstall it. I had this happen with one of my jacks and it let out the magic smoke. Still works but the LED burnt out.
