Help! Multiple Scan 17-inch won’t power-up!

I received a Multiple Scan 17-inch monitor today. The unit seems to be in good shape but won’t power up. Since I would like to rule out a possible faulty control panel board, is there a way to test the power supply without the microprocessor control board and control panel board?

Is it plugged into a period correct Mac (eg an Apple desktop with DB15 connector)? I had a marginal 1710 that needed to sense video and it lethargically fired up after a couple of minutes. The same monitor did have a bad controller board, but two 1710s were eventually merged into one good. The one that had a replacement controller/yoke board done by Apple was marked as such in my instances.

The monitor is connected to a Quadra 950 (listed as a compatible system) running macOS 8.1 for this test, and the resolution options show up as expected in the Monitors control panel.
The same monitor did have a bad controller board, but two 1710s were eventually merged into one good.
Right now, I’m trying to save the EEPROM settings by connecting the monitor to one of the serial ports, but since it won’t power up,
I’m not able to. At times the LEDs on the control panel board blinks when the system boots.

I’ve also tested it on an IIfx with a Macintosh Display Card 24AC, an IIci with a Thunder IV installed and a PowerBook Pismo.
