Can someone tell me what this Keyboard Daughter board I pulled out of an Original Model Apple II is?

I was repairing an original rev0 Apple II someone brought me. They had bought it online. When I opened it I found that the keyboard in the apple II didnt connected to the motherboard directly. Instead it plugged into a female socket on this daughterboard and the daughterboard plugged into the main board. Anyone have any idea what this thing is?!

The only thing stenciled on the board is KEYPAD CONTROLLER

and Califorinia Micro Products 80A001 Rev A

I have seen some units with an external keyboard, instead of the original one. Can this board be used for this purpose ?

Like I mentioned the keyboard passes to the board via the rainbow ribbon cable and then the grey one connects onto the mainboard where the keyboard normally would. I suppose something is missing that connects to the J1 connector... Possibly a keyboard or numerical keypad. I really have no idea.
