    I looked for any unusual signs of damage or overuse, but didn't find anything indicative of a problem. Just the fuse seemed to be bad, and everything else looked to be in good shape. Well, both of my displays had vinegar syndrome, one much more so than the other. Both also came from Japan.

    Haha nice fix! Was it by chance a Connor drive? They are known to have sticky bumpers inside the drive. I don't have my duos in this country, so I have no idea what those leads are supposed to measure.

    I believe its this one. It is very close to caps and given that the grounding did not fix it, the caps nearby are certainly bad. Yours looks fine in terms of solder joints, so I wouldn't expect that the chip is bad.
