It's very likely that the images you're using have the LIDO driver installed. This will not work with your Mac Plus.

I do have an instance of MacIPRpi running, and it tunnels 192.168.0.x to 172.16.2.x. Its own atalkd.conf is completely empty, but it shows up in the Chooser of an old Mac.
When I run nbplkup on both machines, I get:

C5 does not have any continuity with R7. Its positive pad has continuity with the right side of R8, the left side of C6 and the test point above and to its left. Its negative pad has continuity with the middle and rightmost pins of LP2, both on top and bottom.
