    testing Dyna Comp PSU 614-0028

On the photo you posted it's the clearer green spots on the AC side as Byrd mentioned. However sometimes traces are cut in ways that are not apparent at all to the naked eye, so it would be a good idea to check everything just in case.

    testing Dyna Comp PSU 614-0028

I see some corrosion damage on the underside of the board. You should check for continuity between all supposedly connected solder pads.

Inductor L53 in TDK 699-0153 LC PSU?

Not knowing much about the state of your PSU, so take this with a grain of salt, I doubt the problem is with the inductors. Can you explain what the symptoms are? Also note that there are other more common faults to look for, like diodes, the mosfet driver (Q1), the TL431 (IC54), burnt...

Inductor L53 in TDK 699-0153 LC PSU?

I'm probably a bit late, but these usually have very low resistance, so what makes you think yours are shorted?
