In a perfect world, that decoupling cap shouldn't stop it from booting as indicated above, but being on the EF ROM I'd still replace it and then get to RAM checking / logic probe etc. next.

I usually default to a 12V quiet fan. 5V runs a lot of important logic so I try to avoid using it for extra stuff if I can.

to be clear the SS 200 is not a scaler in any way. It's only a sync processor. Extron makes a whole line of scalers and transcoders but this is not one.

I suppose pick based upon your skill, budget, and last but absolutely not least, amperage requirements. If you plan to load up every slot, pick a solution with a higher mA rating especially on +5v than your factory PSU is labelled for.
The reactive micro solution is nice, I use that myself. There is also a nice slightly more advanced way to fit a meanwell, which may try in the future.
